The simplistic answer is just tighten everything up and align it. However start with the track bar and steering box.

Steering is supposed to be tight on these. If it is towed out, it will probably have death wobble because the front end won't know which way to go.

You can find low flow hydrants, some of them only pony hydrants in any town. It depends on what size main they are on. Do you have an agreement with the water dept to boost the pressure for high flow?
