Default 91 serpentine belt

What do I do to release the tension off the serpentine belt? mine is pretty bad but besides that the ideler pulley is squealing and getting hot, the bearings are trying to come out of the back of it, also the one bolt the holds it keeps coming loose.

Think I found two bolts under the power steering pump that should let the tension off the belt, even when I remove those two bolts the pump isn't moving and tension isn't loosening.

welcome to my world .... those tension bolts snapped on mine a while back .... so its a 2 man job putting new belts on ... i get the belt off by removing the bolt that holds the idler pulley on and to put a new belt on i put the idler pulley back on route the belt right and slip it over the power steering pump as someone turns the engine by hand

none of my bolts snapped, I loosened all the bolts holding the power steering pump to it's bracket and that let the tension off. I try to keep all the rusting bolts on the jeep oiled cause sooner or later they'll probably have to come off.
