Probably just new breaks, I wouldnt worry about it too much unless it presents a problem.

What year is it? I am having the same problem, the brakes are real hard. It seems like 89-91 some xj's had a different system, bendix 9. And there was a recall on it.

If it has a certain ABS on it and it has had brake fluid forced back into the master cylinder during a brake change, this will cause your problem. It happened to me several years ago when ABS first came out. I put pads on the front of a customers truck and forced the pistons into the calipers with a c-clamp forcing brake fluid into the master cylinder. This messes with a valve in the M.C. You'll need to bleed the system real good to get the valve to center back up. Hope this helps. I used to operate my own auto repair for about 20 years.
