The wires are something I would look at. Anything that carries your spark

I had a problem like this on a 89 Dodge Van. I discovered it when I would drive down dirt roads in MI after it rained and hit puddles. the distributor cap had a vent on it and allowed water in. some RTV around the lip and in the vent worked wonders.

I might try the hairdryer to the distributer trick.
Is the hard starting persistant... after it warms up, does is still have a hard time starting.

once the rain stops and it gets a chance to dry up a little, it usually starts right up unless it was a long heavy rain

Do you have hood vents?

I would think the distributor cap is getting condensation built up under it. Pop it off after a good rain and see if it's wet.
