I've heard of guys picking up the HID wiring harnesses and installing them with the stock headlights and getting good results.

Any particular reason you're looking to go HID other than the obvious extra lumens? To be honest, I'd go a cheaper route with an upgraded headlight harness (you can make one, Headlight Loom upgrade) and some Sylvania Silverstar sealed-beams. Did it on mine and even with the lights adjusted properly I still get flashed every now and then by oncoming traffic. Cost a whopping $60 all said and done, and $40 of that was the lights.

I have HID's in my DD XJ and Silverstars in my Trail Rig (previously DD). I would rather have the SS's over the HID's. I bought the XJ with the HIDs in it already so I had little choice, but the SS's seem brighter. Now that could be caused by reasons unknown to be, but that's my .02

Perhaps you need to upgrade the harness? If you're pushing too much power through the wires they'll get hot, reducing power to the lights. Which in turn requires more juice to compensate, resulting in more heat. Repeat. Then repeat the repeat, forever. Lol.

This may not be the same for you, but what I did was install new HID bulbs and harnesses. It was pretty much plug and play. By the way, I have 02 grand Cherokee. go to VVME.com. Its a wholesale website. mine look great, ill try and post pictures.
