I have a loud whirring noise; intermittent. When I am in ACC in Park my windows roll up and down rather slowly. When rolling windows up and down, the radio goes out. Today now Battery Gauge is going up and down from 11 volts to 16 volts. The odometer is flashing like crazy.

Battery? Alternator? or Voltage regulator??

Nothing like invisible gremlins. If you have an ohm meter, check the voltage at the alternator and battery and compare it to what the dash volt meter says. Then get back and let me know what it says
