Fuel Pump Ballast Resistor issue?

This may be a dumb question. So I'm slowly replacing everything in my 88 XJ. I replaced the resistor and noticed my car running worse. Is that possible? It seems to be having trouble accelerating. I mean it's already sluggish as it is. I recently cleaned the IAC and it drives sooooo much better. But now that I've replaced the resistor, it seems to have taken a step back.

Here's some pictures of the new and old resistor. There seems to be some sealant of some sort on the old one?
The first picture makes them look like different sizes but they're the same.

The way to find out is put the old one back in. See what happens
