Hello I’m new ! So I have a Jeep Cherokee Xj and I noticed the starter fuse has a green wire fused to it. I just replaced my radio fuse so I never seen it before. Is this bad? Dangerous? I’ve had it almost a year... also I noticed my USB port isn’t working so I checked the fuse and it has white stuff inside it , like it’s eroded . It’s 25 amp, I have a 30 amp that would fit it , can I use that? Thanks! Not much of a car girl but I do what I can.

I'm having a hard time visualizing this. How about some pics? Welcome to the forum from Iowa.

You'll want to clean that corroded fuse holder with electrical cleaner and a small wirebrush before you shove a new fuse in there. It would be ideal to put the correct size fuse in the holder, but depending on what you are running and the wire size, you may be able to get away with a 30amp safely.
