WOW! I go there all the time! It truly is a LONG way down. Something an adult probably woudn't even survive.
I do admit the gaps in the railing are quite big and the cliff is LITERATLY about 2 feet from it. I don't even think I would trust the railing for anything more than decoration. But I have a 3 year old myself and I am aware that something like this could happen. So I have to say the parents are somewhat at fault. You would have to be there to understand what I mean because it's just SO high and SO close to the edge and a 3 year old is a 3 year old. They aren't as sure footed as you and I as the tend to even trip over the livingroom rug.
