Could be a sensor but I'd lean more towards a wiring or grounding issue myself.. I know my 91 has a temp sensor at the tstat housing and a sending unit on the rear drivers side of the head so it could also be the sending unit..If memory serves all the sensor on the tstat housing does is regulate when the electric fan comes on and off..The Sender actually sends to the gauge..Now I could be completely wrong about that but that's how I understood it.

I would go to the JY and pick up a coolant temp sensor and see if that fixes it. If it doesnt then you know its the gauge.
